ummmmm no i dont think they r illegal but dont show them to black ppl cuz that would get u beat up quick

Short answer is no - for example, bullwhips, horsewhips, carriage whips, dressage whips all have their use - and contrary to popular belief, often the whips are used more to create a crack or just "stroke" an animal, NOT for inflicting pain.

Mind you, cat-o-nine tails - made from rope, leather, wire, rubber etc do tend to be used on "willing" folks even these days sometimes - and although it is sometimes not legal to USE them, they ARE legal to own.

(In UK, you cannot consent to let someone thwack you if it leaves more than "transient or trifling damage" - strangely, if you give permission for someone to use one on you, you can be prosecuted for "Aiding and abetting in an assault" - even though it is your own!)

....and before you ask, some people do it in a semi-light hearted way as a "head-2-head" stamina contest etc etc.
