Belt not locking

Question

I just took apart the brush/roller and cleaned out. I am trying to put the head back on and make the beater bar roll and it will not. Are the green arrows supposed to be lined up when regular vacuuming? I tried that and it does not catch the belt--it only catches the belt when I line up the red arrows. I have a G3. Help
