Best city to bike in?

Question

I currently live in the Niagara Region, and am looking to move within a year.

I have a budget of $180,000 for a house, however I'm looking for a bicycle friendly city.

I don't care all that much about weather (snow etc), however would prefer somewhere, where I'm not digging out constantly.

Population of the city doesn't matter all that much, however would prefer something under 100,000.

My goal is to get out of Ontario, however am open to cities here if they fit my criteria.

Also, it doesn't really matter whether it's Eastern or Western Canada. (Well, I'd prefer BC, but my budget I don't think will fly there).

I've heard Fredericton is a fairly bike-friendly city, though not sure how true this is.
