  4. Tiffany, Cartier and Bulgari are all overpriced.

    Check out the guys in the Diamond District, on 47th St btw 5th and 6th avenues (the hasidic jew guys)

    There is also a jewelry exchange on Bowery just north of Canal (northwest corner) with great deals.
