Black bugs?

i live in germany and there are little black bugs every where and the jump and crawl help what are they and how o i get rid of them?

You can try insect repellant.  Candles or torches with citronella also repel bugs.  If they are a persistent problem, and in your living area, you can use an insect fogger to kill them.  

Not sure which bugs they are by name, a better description would help.
