Blows fuses repeatedly on IWT3206 model

Question

TV was given to me by a friend after it would no longer power up. Ive tried replacing the 4amp fuse several times now, but when you plug the cord into the wall the fuse blows instantly. (slow-blow or fast acting)fuse blowes as soon as pluged in to wall. manual switch nor remote will turn on tv. electrical storm night before, and now will the cost to repair cost more than it is worth? TV purchased at Wal-Mart 18 months ago or close. SN: V24610741 Mode.: iwt3206 built in June 2006
