What is Blu-ray DVD, can it be watched on regular DVD players?

No, Blu-ray cannot be played on standard DVD players.

Blu-ray Disc is the next generation high densitiy optical disc that have a 50GB data capacity with the ability to carry Hi-def video with enhanced audio and interactivity.

Blu-ray uses a Blue-Violet laser not a red one like DVD, and is physically different than DVD's in terms of hardcoating etc.

Blu-Ray is one of the two (the other being HD-DVD) formats for storing high definition video and data content.  Blu-Ray Discs (BD) can store more data than HD-DVDs

BDs are only playable in Blu-Ray Disc players or HD-DVD/Blu-Ray Combo players because the laser used to read BDs is not built-in to regular DVD players (red lasers).
