Bobbin winder will not turn..

Question

I was in the middle of winding a bobbin, and all of a sudden everything stops. I switch the bobbin winder from bobbin to sew and the machine will sew fine. The bobbin winder will not turn, therefore the bobbin can't be wound. What is the problem? And if I have to send it out for repair how much can I expect to pay?
