Bobbin winder won't spin

Question

On my Pfaff 1211, the bobbin winder will not spin properly when the bobbin is on the holder. I can coax it into spinning if there is no bobbin sitting on the holder, but as soon as I put the bobbin on there, it is very stubborn and will not spin. My husband says it sounds like there is not enough torque to spin it. Any ideas what I might try to fix this?
