Totally normal.

Tiny white lumps around the base are "Fordyce spots". 90% of men have them. They are just oil producing glands. You can't get rid of them - they're just one of those things you'll have to learn to ignore, and they're totally harmless and not transmittable (women actually have them too - in the nether regions).

It is normal.

Wash regularly with antibacterial soap (Dial or Ivory)

Use some medicated body powder

Change underwear daily

Keep the area clean and dry.

A lot of guys have the "bumps"

Don't stress....
