Can I still improve my singing from scratch?

I am now 15 years old. Today, I was very angry because we had this project in which we need to sing and present, and I was the least able to sing. If I take a singing or voice lessons, will it improve my singing even if I would start from scratch and have actually never took singing lessons all my life or is it too late?

Of course you can take singing lessons now. People can learn at any age, you just have to be willing to work for it. And 15 is VERY young, by the way =P
