Depends on who you ask. Pure water fuel still has long way to go. It takes energy to make energy. However, there are several methods to run Water and Gas. In strict sense, it was not running on water, it was running on hydrogen or Hydrogen+Oxygen or so called HHO.  The most comprehensive guide is at:

Not yet, it can't. Well, actually one Japanese guy made his car run off of water, by modifying his engine to take the hydrogen out of the water. He was taken out by a hitman, great isn't it?
