It's a simple substitution cipher, like a cryptoquote. The cipher text itself contains a few errors, where the person who created it accidentally wrote down the decoded letter instead of the cipher letter. Was this done by hand?

Obviously, "fdrget" should be "forget", and the two instances of "twe" in the bottom half should be "the." Also, both sections are the same cipher.
