  1. Of course.  It is actually rather common.  For example, "President and CEO" is a very common executive title.  You might also find "President and COO" or "Vice President and COO" or "Founder and CTO" or another common one "Vice President of Administration and CFO".

    Normally the titles would have overlapping skills sets or areas of responsibility.
