  1. .

Rule 244, The Official Highway Code, 2007 Edition

"You MUST NOT park pertially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs|"

    Law GL(GP)A sect 15

    Yes, it can be irritating.

  2. check your laws, is bad matters

  3. phone your local council and tell them

  4. If they are in front of their house, it's OK but on the sidewalk, no.  You can tell them to get the car off the sidewalk if you want, you have the right to do that.

  5. In many U.S. cities and towns, It's a parking violation (And a revenue generator for the city in terms of fines) to block a sidewalk.  Check with your local police in regards to the ordinances.  Some will be more than happy to ticket and/or tow the offenders. You may even find that in a larger town, there is a special parking enforcement unit.

  6. In the UK it is illegal to park on the footpath, and you will get a parking ticket. This is due to blocking a public highway, so I'm pretty sure that the law wouldn't be to dissimilar in your neck of the woods.
