Cashing checks again..?

can i open a bank account with an atm without a parent (im 17) and do i have to cash checks at the bank named on the payroll check ?

Different banks have different rules as far as people under 18 opening a checking account.  You'll want to discuss your options with both your parents and a customers service rep at any of the banks you're considering.

As far as cashing payroll checks, You can cash them, deposit them, or a combination of the 2 at any bank regardless of the bank the check is drawn on.  For example, my payroll checks are drawn on a US Bank account but I deposit and/or cash them at Wells Fargo.  Choose the bank that has account options that best suit your needs regardless of the bank named on your payroll check.
