First, what does chav mean? Second, would Eliana be considered a "chav" name?

If you're American, then the best comparison to chav that you have is trailer-trash. I don't think Eliana sounds chavvy, it's quite pretty. Chavs are called things like Liam, Kyle, Scott, Jade, Chelsea and Faith. Not that all people with those names are chavs-I know a Jade who is lovely, but that is what they are often called.
