Clicking sound while starting car?

Question

1994 Olds Cutlass Supreme. Every time I start my car, I hear a loud clicking sound from the front end. This only happens while the car is powering up and never while driving.

If I start the car with my foot on the brake pedal, I wont hear the clicking sound until I let go of the brake pedal. Any suggestions as to what this could mean? Battery and everything was tested to be in good condition, but the starter is going out.
