Color pictures?program?

i was wondering what program is it that i can make a picture look better

... like da smooth edges

Download GIMP 2.4.6, it's freeware and has a lot of tools, filters and effects in it.  There is also Gimpshop which is like Photoshop.  Also try Rendera or RGS- Advance Paint all of which are freeware.
