It's a poorly worded question, because Nixon's policy of engagement WAS a Cold War foreign policy strategy.

Go back to whomever is asking you this question and ask them to clarify.

Now, Nixon's policy was different than his predecessors in that he attempted to reduce the animosity between the two countries.  But he was still rabidly anti-Communist.  He was just trying to find a way to deal with the Soviets that wasn't as expensive as a continued arms race.
