  1. If you format your computer you will loose your operating system and you computer will not really be usable as you know it.

formating is only usually done when you are changing an operating system or disk so formating is usually done when installing the operating system.

you insert your operating system CD and you follow the on screen instructions and you will be asked which disk to install on and then it will ask you if you want to format it .

if you are formating a second drive for an already running operating system ie from inside windows , you can open "my computer" and right click on the device you wish to format and select format .(this doesn't work on the drive you operating system is installed on)

there is also a way to do a low level format in the bios of your computer. when you boot your computer there will be a button to hit to enter setup usually F8 or del. in the hardware /disk portion you can select low level format  the path changes for different bios versions so hard to really say specifically how to do that one

  2. is your windows installed on c-drive?? if yes then while formatting your c-drive you'll remove the windows. if you got a cd of windows go ahead format your c-drive then re-install windows. but if you dont have windows cd with you dont think about formatting you c-drive, instead try defragmenting your c-drive, that should improve your pc's performance.

  3. PUT UR CD IN THE DRIVE AND REBOOT THAT WILL DO A WHOLE FORMAT EVERYTHING WILL BE WIPEDOUT SO U CAN START FRESH
