Converter Box Problem

I have a newer Analog Magnavox TV and a RCA Converter Box. When the Box is on, I can't receive NBC or CBS, no matter how I ajust the antenna, but if I put the Box on stand-by and use analog signal, I receive them fine. Could it still be an antenna problem?

wilmington de I can get NBC some of the time but less than 50%I the weather an issue?
