its the question with the yellow sign that was taken place in an Asian country..... Whats it mean, where was it from, and what language is it?

I don't know what exactly it means but it seems to be a warning to watch your head for falling objects. It was probably near a construction site. And the language, I am 99% sure, is Thai.

That looks like something Hebrew.

Could it be Ulaanbaatar, Mongolia?

That would make the language Khalkha Mongolian, written in the Cyrillic alphabet (which is why it looks Russian).
