i just had a phone call and they hung up i done 1471 wrote the number down and i know for a fact this number isnt england. its 02011111111, i tried 2 ring back but it said not recognised im guessing its a foreign country? coz u normally from abroard av 2 add digits b4? please help

I didn't understand the last two sentences of your question because it isn't English and you didn't use the spell checker but anyway yes, it is almost definitely someone trying to sell you something - google the 'Telephone Preference Service' to do something about it......  I am helping you here, if I typed like you did you wouldn't be able to get that help....

Don't bother phoning back,If the call is important they will call you.

I wouldn't waste my money or time, it is probably a call centre in India trying to sell you something. They are on automatic dial and when you answer it depends if an operator available to speak otherwise it is an automatic cut off.  they will try again, just wait for the call.

020 is actually the area code for London.  However there are no local numbers within ANY British area code which start with a "1" so the number is almost certainly "spoofed" (i.e. a fake).

As others have said, it could have been a call from a card or alternate carrier where the CLID was incorrect, but it's far more likely that it was just somebody trying to sell you something or ask if you "have a few minutes to participate in a survey."
