  1. When dialing with a VoIP service, you almost always need to start the call with the Country Code.

The country code for Romania is 40

So, you would dial 40 + (AreaCode) + (LocalNumber)

If that doesn't work, you may need to include your countries IDD code (International Direct Dial code).  The IDD code must be for the country that you are calling From, not To.

When dialing from the USA or Canada, the IDD code is 011.  In which case the dialing procedure would be:

    011 + 40 + (AreaCode) + (LocalNumber)

But, as many VoIP services servers may be in various countries that you may not be aware of, it may be that they don't require you to include the IDD code like PSTN landline phone services require.

  2. depending on the VoIP service, if it uses standard phone technology, you dial out as if from the united states: for example to call London you dial 1 011 43 and then the number. If it is computer based, like Skype, just dial the country code and number, no 011 prefix.
