  1. I'm not exactly sure what your getting at.

It is possible that the network he is connecting to is set up to be STATIC instead of DHCP. If it is set up to be static, that he will need to know the static ip numbers to connect to that network. Numbers I mean: ip address, subnet mask, default gateway, and dns server. You can easily get these numbers by going to a computer that is connected to the same network he wants to connect to and go to start>run and type "cmd" <hit enter> then type "ipconfig /all" <hit enter> that should show you the

    ip address

    subnet mask

    default gateway

    dns server

Then all he has to do is configure his computer with the exact same numbers, except the ip address has to be different. (no 2 computers on a network can have the same Ip address) for example if one computer has an ip of 192.168.1.10 then configure the other computer with 192.168.1.? (? meaning it could be any number that has not already been used). If you want to see if an ip is available then just ping the ip you want to check. for example if you want to see if the ip 192.168.1.12 is available go to start>run type "cmd" <hit enter> type "ping 192.168.1.12"

I'm not exactly sure what the problem is with your DNS, it could be a billion things. But you could see if that solution works. Hope that helps.
