Are you talking about hardware or software?

Hardware:  Look at the drive.  Sometimes it says right on it.  If not read your sales receipt or computer specs.  If not, post your brand & model number.

If you do have a CD burner with your computer, they usually ship with burner software but it might not be very good.  Lots of free stuff on the web.

You can not download a cd burner it is hardware. Your drive may have a label on the front stating it is a cd rw or dvd rw or similar. The documentation for your machine should also tell you this.

Do you refer to the soft to burn the cd's or the unit itself? The unit is standard on all the modern pc's (for the last 10 years). The soft: depends on your pc and it's setup - the more expensive ones come with Nero installed. Look on your CD-ROM drive on your actual hardware. Does it say "CD-R" or "CD-RW." If it does not, then you don't have a CD Burning Drive. You will need to buy one.

If you are simply talking about the software, Windows Media Player has a built in CD burner or you can find one on the Internet. Check out Nero's website or download.com.

go to start then control panel then to system then to hardware then to device manager. Click on your cd rom drive. If it says rw then you have a burner if not then it is regular. Yes most recent system come with a DVD-rw(burner) or at the very least a cd-rw. no you can't download the technology to turn a regular cd-player into a burner. It is the hardware that allows it to burn.
