Deep space transport?

Which country has the best plans for construction of a deep space vehicle capable of carrying human passengers for extended periods that may equal decades if not generations?

No country has any such plans, at least none that are taken seriously.

Currently man cannot survive in zero-gravity for more than a year, as bone is lost to the point where the bones cannot support the weight of the person in full gravity.  This problem must be solved, first, before serious though is given to long-term space flight.  

Even a 1-year trip to Mars is almost out-of-the-question right now, let alone a decade(s) flight to outer-space.
