To me, it means that someone basically sees the world as good but can't resist a few dry jokes about some of the bonehead stunts people pull and/or some of the ugly ironies in the world.

that a person has had hard times and it has made them bitter and such is their outlook however they if only rarely see that things can get better and want for it.
