It is quite simular, apart from they come out every 5 min part from 30 secs and there isn't as many people as you said but they are very simular, Maybe Vicki Guererro has yahoo answers?

I have been stating this for a few months.  I think Vince McMahon has people monitoring this section.  There have been a lot of changes recently in the WWE that seem to be a direct result from the mood of this section.  I would not be surprised one bit if they got the idea for the Scramble from your answer.
