Steal?  No.  Capture?  Yes.  They were at some Georgian port waiting to be shipped back to the US.

They were probably just the actual vehicle since you are supposed to strip any and all sensitive items out of HMMWVs before you ship them.

America gives the things away like hot cakes. The US Border Patrol has reported that Mexican drug and people smugglers use them from the ones given to the mexican army. Border patrol officers have been chased by these criminals in American supplied humvees.

No but in WWII they stole American aircraft that landed in Russia and reverse engineered them. Russia's first decent strategic bomber post war was a copy of our B-29.
