How are we supposed to know? If you go by the legends, then she would most likely have reproductive organs, possibly apearing when she took her turn(s) as human. Either that, or the usual way fish procreate.

True Mermaids don't. They are like fish, they lay an egg. The ones that have been " turned " do, but only in human form. You can not make love to a Mermaid when she is a Mermaid. So to all of you with that fantasy, I'm sorry, it can not be done.
