  4. Yes. If you're using a rice cooker you can simply rinse rice in the same cooking pot. Just add water, mix up the rice a bit & swirl the pot, then drain; no need for rubbing the rice which may break the grains. Up to 3 rinses is enough, some brands of rice only need one rinse. I see some respondents who rinsed 8 times which is way too much, you don't need to see sparkling clear water! There is no need to waste the water at all. Water used for soaking or rinsing rice is said to be good for plant growth, or you could retain the water for flushing the toilet or other uses. Rinsing the rice also removes some excessive starch, which helps to make the cooked rice more fluffy and not too sticky.

    I put my measured rice in a small basin.  Run some water into it, and then scoop some rice into my hands and rub together.  Grab another handful, repeat the process.  Drain off as much water as you can, then refill the basin with water.

    Usually takes about  3-4 rinses.

    Also, adding a small amount of oil to the cooking liquid helps keep the grains separate.

    Do you use a rice cooker.  I'll never do mine on a stove top again.  Small ones  -  suitable for family-sized amounts  -  are really inexpensive.  And, it's never fail.  Always good.

  20. I do - it helps the rice from being too gummy/sticky. A couple of rinses is fine, the water doesn't need to be crystal-clear. And if you're worried about wasting water, water some plants instead of dumping it down the drain. :o)
