Does anyone know about provisional licenses?

I have taken my photos ready to send my form, what I want to know is that if I send my passport which is a little out of date, will they still process my application as its still a form of photo ID isn't it?

A friends daughter's application was returned for this very reason.

honey phone them it will be quicker y not just send your birth certificate and a bank  statement with name and addy on it that what i done like a month ago
