know how people pick a girl to be on the 'all tournament' team for volleyball? do they use statistics from that tournament... or do they just go by what they saw or what?

All of the above.  They will look at stats.  They will watch them play.  

There will be a vote of someone.  It depends on the tournament.  Most of the time, it is coaches.  Coaches will be given a ballot for their match.  They vote for players from both teams.  Some from their own team and some from the other team.  (The last ballots I saw like that had 3 blanks for each team.)  

One tournament I was a referee.  I was given a ballot.  The referees picked the all tournament team.  

One other tournament I was a referee.  We were given a ballot just like the 2 coaches.  4 ballots for each match.  I for each referee and 1 for each coach.

One other tournament had an all tournament committee to go to matches and decide on players.

You just have to be good at everything, but especially serving(overhand). Also a good spiker and blocker are always needed on the team.
