  1. A hundred percent Yes.

    Ice is a solid state of water (H2O)

    which is a strong conductor of electricity or almost any form of current.

    Just remember that Ice melts at 0 degree celsius. Meaning that when the electricity flow on ice it would melt instantly.  


  2. Are you talking about water in the chemistry sense without ions or in the common form on earth normally consisting of ions?

    (Reason for asking:  H2O itself contains no ions, so pure, deionized water does not pass much electricity through it)
