Does eyeliner accentuate dark circles?

when i have bags/dark circles under my eyes, would wearing black eyeliner (on the bottom lid) make my eyes look better or worse? or would a different color eyeliner be better?

Yeah, it will bring out the circles in your eyes, and make you look sleepier. White eyeliner will make you look more awake.
