if i have a brand ne palm centro does it cost to use Xpress mail, instant messaging or web??

Yes it will cost you unless you have a data plan.  Without a data plan, you are automatically set up on pay-per-use, and those charges can add up in a huge hurry!  Check your account before you start using anything that needs the internet (picture messages, IM's, e-mail, video messages, etc.) to be sure you have a data plan.  If not, you need to add it right away so you don't have TOO many extra charges on your next bill.
