i sent a money order to them to play a online game and its been 4 days and still no membership i was wondering if it worked or is it a fraud??

It depends on where you live. Even if you live in the US, they say it takes 4-10 days to get there. So try waiting for a little longer, say 6 days and then contact Jagex about it. They don't fraud you. They are probably a multi million dollar company and that don't really care about your 10 dollars.

If you only sent it four days ago, they may have not received it yet, I don't like paying by money order , because if you have a problem, it is harder to get your money back. Check the Better Business Bureau to see what type of info they can give you on them/
