are you searching? agencies to my understanding don't have the registries, the states or private parites do.

Let me know if you're searching for someone separated by adoption and I'll give you some laws and links, theres a lot you can do in Texas :)

If you want to submit something to an adoption file in an agency you'd have to submit a waiver to release your identifying information and have it submitted into the adoptee or surrendering parents file.
