Dual sim card! Please help?

Hi, hopefully someone can help me. There is a phone that i want to buy that says it has a dual sim card, and that back of the phone shows that there is two different sim card slots.. Does anyone know if i can buy the phone and only use one sim card, or do i have to use two ?
