How exactly does one go about making a file or folder on their computer password protected?

right click->properties->security

you should find what you need there, for example you can determine what priviliges everybody has with the file eg read only etc.

You have to pay for this one, but you can download the trial for free. I'm not sure if there is a limited time or anything. There are also other programs you can download off the internet for this type of thing. Just search it in google.
