what's the difference between yahoo 360 picture or avator picture

Your avatar is what people see on yahoo answers. Like, when you see your answer, that picture is the avatar. It can be the little cartoon avatar thing, which you'd make at avatars.yahoo.com.

Your 360 photo is the photo on your 360 page. You can have up to 4 photos, and you can use one as your avatar. You'd upload it by going to 'My Page' [not mine, but there should be an option near where it says home on your 360], then edit personal photos, and you'd upload. You can make that your avatar by going to info on your yahoo answer profile, and clicking the option that says 'use my 360 photo' as avatar. You can make a 360 page at 360.yahoo.com, if you don't already have one, which I think you automatically get when you sign up for answers, but I'm not completely sure.
