Emancipation in PA??????????

Here's the problem. My boyfriend of 15 years, and father of my 3 children has finally after 8 years found his daughter, who's 15, she was taken off the mother, the mother has no legal right to her, she was put in legal custody of a non-realative, well this non-realitive put her in a "home" because her behavor was out of control. We want her. So CYS came, did the house tour, questioned us. We have a hearing wednesday. Now CYS in the county she lives in says they are reccomending she stay in a new "home" for the next year and be checked on every 3 months.

Why cant she asks to be Emancipated??? What are the laws in PA when a 15 year old is involved with Bi-polar??

Any advice will be helpful.
