What does it mean when the coupon says "equal or lesser value"

    For Example

    you have a coupon that says "buy one, get one free - of equal or lesser value"

    if you want 2 items, Item A is $10, and Item B is $15, you will pay $15 and get item A for free.  You can not buy Item A and get Item B for free.

That sounds like a "Buy 1 Get 1 Free" coupon.  The "Free" item is specified as being as "equal or lesser value" to the item being purchased.  Basically, if you are buying one item and getting one for free you will pay for the more expensive of the two and the cheaper one will be your free item.  If both are the same price then that is equal value so it doesn't matter which is paid for and which is free.
