F1: Three week testing ban?

During this three week testing ban how far can the teams go in development, if they can't test what can they do?

the only thing they cant do is track testing - they do all the other stuff including wind tunnels etc.

the drivers are taking a break but in the factory there is a lot of work going on. there is no actual track testing but a lot of work is going on in the wind tunnel.

Agree with VADER. These days technology mean no real test bans apart from on the track.

I believe it's only track testing, correct? So they still have Engine Dynos, Chassis Dynos and the Wind Tunnel. Trust me they are still busy.

It's only track time which is banned - so the wind tunnels and the CFD computers will still be working overtime...
