Fast Innertube?

Question

I was at Joe Addicks Yacht Club this past weekend,and he had mounted twin 502 supercharged big blocks on a two man innertube. He took me for a ride and we were able to hit 135 mph using his gps at 2200 rpm.. The only problem is he did not install a steering wheel. He would like to know if anyone has any ideas on how to do this?
