will other countries be able to watch U.S channels or programs if they don't have cable?

  1. Mexico and Canada will be able to if the viewer is close enough to the borders.  Both countries have adopted the sames system as the US.

  2. People who live along the Canada and Mexico boarders and get US TV over the air will need the same type of converter box as people in the US (if they have analog only TVs).

    Since both countries are going to switch to the same digital over the air broadcast system (ATSC) as the US, the same converter box will work for their local digital broadcasts.

    Other than that, people in other countries will still get US programing the same way they always have. :Most countries outside of North America do not use the same TV systems as the US. When programs are exported, they are converted to the local system that a country uses.

    Converting TV signals from one system to another is a common practice. This applies to both analog and digital formats.
