Food stamps child support?

when a woman has food stamps do they automatically go after the father for child support or can the woman say no or is it only if the woman brings it up?

If a woman/man is getting assistance from a state for the costs of housing or food stamps, etc I'm 90% sure they will require the other working parent to pay the amount back to the state.
