Fujitsu Split System AST24RGA-W + AOT24RZAL

The system runs but performs poorly when heating or cooling. The fan in the outdoor unit does not operate at all. The fan motor is okay, but there is no power to its terminals. Is the PC Control Board in the indoor unit faulty?
